About the Role

Pluribus Digital is hiring a Business Analyst to play a key role in modernizing the TTB’s Permits Online (PONL) system as part of the myTTB platform. You will translate complex regulatory and operational business needs into clear, actionable technical requirements, working closely with product owners, technical leads, architects, testers, and stakeholders to ensure solutions align with mission objectives and federal SDLC standards.

What You'll Do

  • Lead requirements elicitation sessions with TTB product owners, subject matter experts, and program stakeholders.
  • Analyze and decompose high-level regulatory, operational, and user needs into well-defined epics, features, and user stories.
  • Develop and maintain requirements documentation including business process models, use cases, data requirements, and traceability matrices.
  • Validate requirements with stakeholders to ensure alignment with modernization objectives, system architecture, and compliance standards.
  • Support analysis of legacy PONL functionality to inform modernization decisions and feature prioritization.
  • Manage and refine the Jira backlog to ensure user stories are complete, testable, and prioritized.
  • Create and maintain detailed story descriptions, acceptance criteria, and traceability across the SDLC.
  • Support sprint planning, backlog grooming, and release readiness.
  • Create and maintain dashboards, reports, and metrics in Jira for sprint tracking and leadership reporting.
  • Organize and maintain project documentation in Confluence.
  • Partner with the Product Team Lead and Product Owners to support Agile delivery ceremonies.
  • Serve as a backup facilitator for Agile ceremonies when needed.
  • Support Program Increment (PI) planning and SAFe Agile practices.
  • Maintain strong requirements traceability across stories, tasks, testing, and releases.
  • Collaborate closely with developers, architects, and testers to clarify requirements and resolve blockers.
  • Contribute to program and project status reporting, highlighting progress, risks, and metrics.
  • Develop written deliverables such as user guides, release notes, and process documentation.
  • Ensure deliverables maintain accuracy, clarity, and alignment with TTB standards.
  • Build strong working relationships with TTB stakeholders and cross-functional delivery teams.
  • Communicate progress, challenges, and outcomes clearly to technical and non-technical audiences.
  • Serve as a liaison between business stakeholders and engineering teams.
  • Support shaping the product roadmap and prioritization of modernization features.

What We're Looking For

  • Ability to obtain and maintain a High-Risk Public Trust designation (previous or current preferred).
  • Bachelor’s degree in Information Systems, Computer Science, Business, or a related field.
  • 3–5 years of experience as a Business Analyst supporting software development or modernization initiatives.
  • Demonstrated experience with requirements elicitation, analysis, and documentation in complex multi-system environments.
  • Proficiency in Jira and Confluence for backlog management, documentation, and SDLC traceability.
  • Experience supporting Agile delivery teams and collaborating with Designers, Developers, DevOps, and Testers.
  • Strong analytical, communication, and facilitation skills.
  • Positive attitude, proactive mindset, and a genuine desire to drive outcomes.

Nice to Have

  • Experience supporting Agile software delivery within a federal government environment.
  • Familiarity with regulatory systems, permitting workflows, or case management systems.
  • Experience working with system integrations, APIs, and data modernization initiatives.
  • Knowledge of DevSecOps practices and CI/CD delivery pipelines.
  • Certifications such as CBAP, PMI-PBA, Certified Scrum Master (CSM), or SAFe Agilist / SAFe Practitioner.
  • Experience working within the Scaled Agile Framework (SAFe) and supporting Program Increment (PI) Planning.
  • Experience working with Figma, Visio, and other visual collaboration tools.
  • Experience supporting and managing User Acceptance Testing (UAT).
