About the Role

The Oregon Department of Early Learning and Care is hiring a Background Specialist (Administrative Specialist 1). You will play a crucial role in safeguarding Oregon's children by conducting and evaluating comprehensive background checks for individuals applying to the Central Background Registry (CBR). This position involves analyzing sensitive information, ensuring compliance with state law, and maintaining the integrity of the background check process.

What You'll Do

  • Conduct and evaluate criminal and protective service background checks for individuals applying to the Central Background Registry (CBR).
  • Gather and analyze information from law enforcement agencies, courts, and other official sources.
  • Verify records, resolve discrepancies, and make eligibility determinations based on Oregon law.
  • Communicate results clearly and professionally to applicants.
  • Request FBI fingerprinting when necessary.
  • Draft official correspondence and maintain accurate data within the department's licensing system.

What We're Looking For

  • Two years of secretarial or basic administrative support experience that includes records processing, generating documents, and gathering and sorting data.
  • OR an associate degree in general office occupations and one year of experience with records processing, generating documents, and gathering and sorting data.
  • OR an equivalent combination of education and experience.

Nice to Have

  • Experience as a first point of contact for customer inquiries via phone and email, demonstrating tact and diplomacy with frustrated, angry, or hostile individuals.
  • Skilled in reading, interpreting, and clearly explaining laws, rules, policies, and procedures to diverse audiences.
  • Proven ability to research information and make fair, objective, independent judgments and decisions.
  • Experience reviewing forms for completeness and program eligibility.
  • Professional and effective verbal and written communication skills.
  • A collaborative, supportive team player with strong interpersonal skills who shares information and contributes to team success.
  • Ability to manage and adapt to competing deadlines while maintaining ongoing tasks.
  • Demonstrated critical thinking, attention to detail, time management, and organizational skills.
  • Experience handling confidential and highly sensitive materials.
