The Ontario Securities Commission (OSC) is hiring a Senior Data Scientist to provide strategic leadership and technical expertise in applying advanced analytics across the organization. In this role, you will be responsible for hands-on development and delivery of the security master database, guiding analytics strategy, and mentoring technical staff within a Hub-and-Spoke model serving all departments.

What You'll Do

Provide strategic leadership, expertise, and in-depth technical assistance in applying advanced analytics and data assets.
Act as the main contact for data queries related to underlying entities and their associated financial products.
Perform hands-on development and delivery of the security master database.
Guide and mentor other technical staff and develop critical methodologies for application across the division.
Shape analytics for the OSC and develop/execute a strategic analytics roadmap.
Mine, clean, and deliver data products to business users, analyzing and synthesizing large data sets.
Plan, structure, and optimize data flow through OSC systems/applications to create a 360-degree view of financial instruments.
Partner with stakeholders to create efficient and reliable pipelines for data ingestion and processing.
Lead a variety of challenging analytics initiatives, ensuring deliverables meet end-user expectations.
Participate in Agile ceremonies such as sprint planning, backlog grooming, and daily scrums.
Liaise with stakeholders to onboard and refine data for analytics, queries, and research.
Promptly respond and resolve enquiries about financial data and the security master database.
Manage and maintain securities database for various financial instruments.
Source, cleanse, and normalize static and dynamic data from multiple financial market data providers.
Continuously review, enhance, and optimize security market data processing workflows.
Liaise with internal end-users to collect feedback and analyze requirements.
Participate in code review, knowledge sharing, and quality assurance of deliverables.

What We're Looking For

Undergraduate degree in STEM programs, including Mathematics, Computer Science, Computer Engineering, Business, or a related discipline.
10+ years of relevant experience in the financial industry and capital market data.
In-depth knowledge of securities master and capital market participants, including the Ontario Securities Act and regulations.
Strong experience delivering highly complex data science solutions using various open-source tools combined with Microsoft Azure services.
Experience with Advanced Analytics, Data Visualization, and/or application development languages and tools, such as Python, R, DataBrick, PowerBI.
Strong experience working with big data (structured and unstructured) and defining efficient solutions to unlock data capabilities.
Advanced knowledge of Python (both libraries and custom code) and visualization tools (PowerBI).
Exceptional communication skills.
Ability to interpret, understand, and incorporate highly complex emerging developments within the discipline.
Ability to develop and deliver effective reports, presentations, briefing notes, and papers to management.
Ability to accurately, thoroughly, and efficiently handle/analyze high volumes of data from a variety of sources.
Proven ability to work with clients in capital markets, regulatory, or financial settings.
Ability to extract meaning from lightly defined requirements.
Strong capability for developing products to support change management and drive innovative data solution goals.
