About the Role

CDR Emergency Management Inc. is hiring Debris Monitors to support disaster recovery efforts. You will observe and document contractor cleanup operations to ensure compliance with FEMA regulations across multiple counties in North Carolina. Assignments include field, tower, and waterway monitoring roles.

What You'll Do

  • Observe and document debris operations for compliance with the FEMA Public Assistance Program.
  • Ensure work site safety and adhere to all Maintenance of Traffic (MOT) and Work Zone Traffic Control requirements.
  • Prepare accurate and complete documentation including Load Tickets, Daily Reports, and Incident Reports.
  • Certify debris hauler truck capacities and verify daily loading site locations with GPS coordinates.
  • Distinguish between eligible and ineligible debris, ensuring proper segregation and collection.
  • Properly classify debris types and monitor for truck placard accuracy and tampering.
  • Document all pre-existing and contractor-caused damage with photographs.
  • Maintain a Daily Log of field activities and ensure proper use of the Load Ticket system.
  • Call a fair percentage full for each truck at the DMS Tower and make accurate calculations based on capacity.
  • Ensure loads are dumped in proper, segregated locations and that DMS operations do not adversely affect each other.
  • Inspect trucks for complete emptying and false bottoms upon exiting the DMS.
  • Keep ingress and egress roads around the DMS clear of debris.
  • Waterway Monitors perform duties while working on a boat for 12 hours a day on potentially choppy waters.

What We're Looking For

  • Ability to mobilize within 24-48 hours and commit to a minimum 30-day assignment in remote locations.
  • Capacity to work with 10-12 hours’ notice and complete long shifts, generally 10-12 hours per day.
  • Able to travel to different sites around the project areas along the Gulf Coast.
  • Ability to withstand constant exposure to outside elements including heat or cold.
  • Comfort working in potentially unstable, risky conditions and tough terrain, including standing for long periods.
  • Ability to work in unstable conditions over water.
  • Must provide your own steel-toed/heavy-duty boots that cover the ankle and long pants.
  • Have excellent penmanship.
  • Ability to lift more than 10+ pounds.
  • Possess a smartphone with the ability to download apps.
  • Can understand and comply with all safety requirements.
  • Provide your own reliable transportation.
  • High school education, GED, or equivalent.
  • Hold and present a valid driver's license, social security card, and proof of vehicle insurance.
  • Must submit to and pass a drug screen and background check.
  • Must be able to work in the United States.

  • Individuals who live in or near the affected areas in North Carolina.

Work Mode

This is an onsite position. Work will be performed across several counties in North Carolina and project areas along the Gulf Coast.
