Responsibilities
- Lead the strategic development and refinement of reproductive, maternal, newborn, child, and adolescent health (RMNCAH) programming at an advanced technical level, aligned with national health strategies and policy directions.
- Assist in creating multi-year operational plans with defined accountability, progress tracking, and adaptive management approaches.
- Identify key strategic challenges and systemic barriers; propose solutions to senior clinical and public health leadership.
- Offer expert guidance in designing, executing, and expanding facility-based quality improvement initiatives that measurably enhance RMNCAH outcomes.
- Align quality improvement frameworks with global standards, such as WHO guidelines, and ensure consistency with national assessment tools.
- Support oversight of RMNCAH commodity supply chains, ensuring coordination among health facilities, the Ministry of Health, referral bodies, and procurement entities.
- Develop a maternal and newborn health quality of care policy brief that translates facility performance data into practical recommendations for ministry leaders.
- Contribute technical expertise to updating national clinical protocols, guidelines, and standards in collaboration with ministry working groups.
- Support the creation and integration of monitoring, evaluation, and learning (MEL) systems to strengthen long-term maternal and child health capacity in data use.
- Advance national data systems—including HMIS, eLMIS, e-Buzima, and mentorship reporting—for stronger evidence-based decision-making.
- Conduct in-depth analysis of RMNCAH indicators from multiple sources and translate findings into strategic advice for senior government and donor stakeholders.
- Use quarterly hospital performance data to guide systemic corrective actions and foster continuous institutional learning.
- Produce high-quality reports, evaluations, learning summaries, and technical publications for national dissemination.
- Promote the use of real-time data dashboards and digital health tools at the district level to institutionalize data-driven performance reviews.
- Act as a principal liaison between national and district health authorities, facility leaders, and development partners.
- Foster trusted relationships with stakeholders to guide policy alignment, program design, and scale-up decisions.
- Lead coordination and track implementation of RMNCAH partner programs and grant activities across all levels of the health system.
- Ensure coherence and alignment of donor and partner initiatives with national strategy through active participation in the national RMNCAH Technical Working Group.
- Engage in high-level joint supervision missions, technical working groups, and national forums related to RMNCAH.
- Carry out additional strategic responsibilities as directed by department or program leadership to advance RMNCAH goals and service delivery.

- The Technical Advisor will be seconded to the Ministry of Health.
