Clinton Health Access Initiative is hiring a Technical Advisor, Sexual, Reproductive, Maternal and Newborn Health (SRMNH)

Responsibilities

  • Lead the development and refinement of reproductive, maternal, newborn, child, and adolescent health (RMNCAH) strategies at a senior level, ensuring alignment with national health plans and health systems strengthening priorities.
  • Support the creation of multi-year operational plans with clear accountability, milestone monitoring, and adaptive management approaches.
  • Identify key strategic risks and systemic challenges; propose solutions to clinical and public health leadership.
  • Provide expert guidance in designing, implementing, and expanding facility-based quality improvement initiatives that measurably enhance RMNCAH outcomes.
  • Align quality improvement frameworks with global standards, such as WHO guidelines, and ensure compatibility with national assessment tools.
  • Support oversight of reproductive and maternal health commodity supply chains, ensuring coordination among health facilities, the Ministry of Health, Rwanda Biomedical Centre, and procurement partners.
  • Lead the development of a maternal and newborn quality of care policy brief, using facility data to inform actionable recommendations for national health leadership.
  • Contribute technical expertise to updating national clinical guidelines, protocols, and standards in collaboration with Ministry of Health working groups.
  • Support the establishment and institutionalization of monitoring, evaluation, and learning systems to strengthen long-term maternal and child health data use.
  • Improve national data platforms—including HMIS, eLMIS, e-Buzima, and mentorship reporting systems—to strengthen evidence-based decision-making.
  • Conduct in-depth analysis of RMNCAH indicators using multiple data sources and translate findings into strategic guidance for government and donor stakeholders.
  • Analyze equity metrics by district, socioeconomic status, and facility type to identify disparities requiring targeted policy action.
  • Use quarterly hospital performance data to guide systemic improvements and foster continuous learning within health institutions.
  • Produce high-quality reports, evaluations, learning summaries, and technical publications for national dissemination.
  • Promote the use of real-time data dashboards and digital health tools at the district level to institutionalize data-driven performance reviews.
  • Serve as a key liaison between national and district health authorities, facility leaders, and development partners.
  • Build and maintain trusted relationships with stakeholders to advise on policy, program design, and scale-up decisions.
  • Lead coordination and track implementation of reproductive, maternal, and newborn health interventions and grants across all levels of the health system.
  • Engage actively in national technical working groups to ensure donor and partner activities are aligned and non-duplicative.
  • Participate in high-level supervision missions, technical committees, and national forums related to RMNCAH.
  • Perform additional strategic tasks as assigned by senior leadership to advance national RMNCAH objectives and service delivery.

Work Arrangement

Remote (Country) — Rwanda

  • Assigned to the Ministry of Health in Rwanda.
  • Required to operate with a high level of independence.
  • Expected to represent the Ministry's maternal health unit in strategic discussions.
  • Prior experience with the Rwanda Ministry of Health or in low- or middle-income countries is beneficial.
  • Extensive experience working within or providing technical support to Ministries of Health in sub-Saharan Africa is preferred.
  • Familiarity with Maternal and Perinatal Death Surveillance and Response (MPDSR) methodology is highly desirable.
