About the Role
The Technical Advisor will be seconded to the Ministry of Health to provide strategic guidance on policy, regulation, financing, and scaling of local production of pharmaceuticals, medical devices, and health supplies. The role involves shaping initiatives that advance Rwanda’s health security, import substitution, and Vision 2050 objectives, while coordinating with government and external partners. The advisor will report to both a senior government official and a CHAI director, working at the highest levels of national planning.
Responsibilities
- Deliver data-driven guidance on policies, strategies, and investment decisions related to domestic manufacturing, including preparing briefs and policy positions for senior forums.
- Assist in creating and evaluating Rwanda’s national strategy for local manufacturing by tracking international and regional developments to highlight potential opportunities and challenges.
- Facilitate collaboration among government agencies to ensure regulations and investment policies support local manufacturing goals.
- Engage with international donors, multilateral organizations, and development finance institutions to secure backing and drive targeted investments in Rwanda’s manufacturing sector.
- Guide local producers on regulatory compliance, certification processes, and quality systems necessary to meet both domestic and global standards.
- Establish and manage a monitoring system for manufacturing initiatives, producing progress updates and technical analyses to shape policy direction.
