City of Victoria is hiring a Supervisor - Transportation Operations

Responsibilities

  • Coordinate, assign, review, and participate in the work of 10 staff in transportation operations engineering; ensure schedules, procedures, and performance and safety standards are met; ensure staff meet provincial engineering requirements; oversee full supervision including performance management.
  • Oversee the computerized traffic signal control and traffic camera system, including directing and evaluating system consultants; administer, develop, and implement signal system policy and technical requirements; liaise with the Privacy Office for FOI requests; evaluate traffic signal timing and traffic flow simulations using computer modeling software and decide on improvements; evaluate city policy, land use changes, and data sets to determine design and operational requirements for streets and intersections; investigate congestion and traffic safety concerns; recommend bylaw and policy changes; assess requirements and decide on traffic management setups for work on public roads; accept plans on behalf of the City; develop new standards and guidelines that expand on provincial documentation and adapt them for the complex City environment.
  • Manage annual project and program schedules and budgets; prepare financial analyses; develop and maintain asset management programs; develop and manage complex transportation operations and safety-related programs and infrastructure projects; prepare budgets and detailed estimates; monitor program and project costs and verify expenditures; research and apply for external funding such as grants; prepare, review, and recommend approval for proposals; oversee engineering filing and records for projects per legislative requirements; liaise with developers, other departments, and outside agencies as needed.
  • Liaise with and provide information to community associations and outside agencies on project rationale, requirements, progress, and budgets; lead public open houses; represent the department in an advisory, liaison, and resource capacity; respond to inquiries and escalated complaints from the public and other departments regarding on-street regulations and bylaws; provide expert technical information and analysis to staff, consultants, and outside agencies on traffic movement, on-street regulations, cycling, and pedestrian flow; lead regular meetings and represent the department with Emergency Services to track and resolve operational issues; prepare and present reports and recommendations on traffic operations and safety issues to City Council, advisory committees, and other departments; liaise with Legal for coordination and review of transportation-related claims documentation.
  • Work with Supply Management Services on purchase requisitions; prepare requests for proposals and related documents per purchasing policy and procedures; assess and recommend selection and termination of external consultants, contractors, and engineers; develop specifications for projects; liaise with and direct the work of consultants; prepare, review, and recommend approval for tenders; ensure project schedules; negotiate and resolve disputes; represent the City in mediation-arbitration as required.
  • Participate in developing and implementing departmental standards, procedures, specifications, and long-term strategies, including capital planning and coordination activities.
  • Perform related duties where qualified.

  • Due to operational requirements, the successful candidate will be expected to work in the office a minimum of four days per week for the duration of this temporary assignment.
