Responsibilities
- Act as the primary technical expert for a suite of around 10 custom applications, featuring 150 user interfaces and over 170,000 lines of C# code.
- Develop, improve, and maintain software systems using ASP.NET Core, C#, legacy .NET Framework 4.8, JavaScript, CSS, and Kendo UI.
- Create and manage secure, high-performance cloud environments in Microsoft Azure, including services such as Databricks, Synapse, API Management, Azure Functions, App Services, Blob Storage, and Monitor.
- Lead the transition from SSRS to Power BI by leveraging existing Power BI Service licenses, Report Server, gateway, and dedicated workspaces.
- Drive the migration from WebForms to ASP.NET Core within the VAEC framework.
- Design and manage complex SQL Server relational databases and develop advanced T-SQL scripts for database objects.
- Maintain comprehensive data dictionaries, metadata records, and traceability between reports and data sources.
- Enforce secure coding standards and assist in resolving vulnerabilities identified during ATO assessments, including issues in legacy code, third-party components, and configurations.
- Offer technical leadership, architectural direction, and conduct code reviews for less experienced developers.
- Ensure all software outputs comply with Section 508, ADA, and WCAG 2.0 Level A and AA accessibility standards.
- Update and maintain ATO documentation, including System Security Plans, control narratives, Plans of Action and Milestones, and scan results.
- Engage in regular and impromptu technical discussions with OAA leadership and VA stakeholders.
Requirements
- Bachelor’s degree in Computer Science, Information Technology, or a closely related discipline; no alternatives to this requirement will be considered.
- Minimum of eight years of professional software development experience.
- Extensive hands-on experience with Microsoft Azure Cloud, particularly Databricks, Synapse, API Management, Azure Functions, App Services, Blob Storage, and Azure Monitor.
- Proven practical skills in ASP.NET Core, C#, T-SQL, Power BI, and Kendo UI.
- Demonstrated experience leading software development initiatives and providing technical supervision.
- Excellent communication abilities when interacting with both technical teams and non-technical audiences.
- Must have lived continuously in the United States for the past 36 months.
- U.S. Citizenship is mandatory.
Nice to Have
- Hold advanced Microsoft certifications such as Azure Solutions Architect Expert or Azure Developer Associate.
- Experience working with federal Authorization to Operate (ATO) and Risk Management Framework (RMF) processes.
- Background supporting Veterans Affairs or other federal health and education programs.
- Prior work in remediating accessibility issues under Section 508.
- Possess an active or previous federal security clearance or public trust adjudication.
