Responsibilities
- Create cost-volume and price-to-win models for federal contract proposals, including IDIQ, FFP, Cost-Plus, T&M, and GSA Schedule vehicles.
- Design labor categories, staffing plans, and wrap-rate calculations consistent with organizational indirect cost rate frameworks.
- Transform technical and management approaches into clear, justifiable pricing narratives and basis of estimates that support evaluator scoring.
- Analyze RFPs, RFQs, and solicitations to identify pricing requirements, compliance obligations, and Representations and Certifications prior to proposal initiation.
- Lead pricing kickoff meetings, Green Teams, and participate in price review gates and final management reviews to ensure cost submissions are accurate, compliant, and competitive.
- Collaborate with Capture Management, Business Development, Contracts, Finance, Procurement, HR/Compensation, and technical teams to collect and verify cost inputs on schedule.
- Manage the pricing data collection process from teaming partners, including issuing RFPs, enforcing deadlines, reviewing submissions for compliance and realism, resolving discrepancies, and integrating data into prime cost models.
- Support subcontract solicitation efforts, proposal evaluations, and subcontract approval processes.
- Lead responses to pricing data requests when serving as a subcontractor, including adapting cost inputs to prime formats, coordinating internal approvals, defending pricing during clarifications, and meeting deadlines.
- Support opportunity tracking with Business Development and ensure smooth transition of awarded contracts to operations and contracts teams.
- Ensure all cost submissions adhere to FAR, DFARS, Cost Accounting Standards, corporate policies, and client-specific requirements.
- Conduct price analysis and cost realism evaluations for both prime and subcontractor proposals.
- Prepare and support submissions under the Truth-in-Negotiations Act and forward pricing rate agreements as required.
- Advise internal teams on strategies to reduce pricing risk and improve win probability through competitive pricing.
- Support internal audits, DCAA/DCMA reviews, and customer fact-finding engagements.
- Identify potential pricing risks and recommend mitigation actions to Proposal and Capture leads.
- Perform financial modeling and cash flow analysis to support contract pricing and program performance.
- Manage the cost proposal timeline to meet production milestones, review cycles, and deliver a compliant, high-quality product.
- Support subcontract solicitations and contract negotiation activities.
- Enhance pricing templates, tools, and checklists to improve efficiency and reduce errors in cost volume development.
- Document pricing methodologies and maintain a repository of lessons learned from post-award debriefs.
- Assist leadership with training initiatives, cost proposal reviews, and compliance programs.
- Perform additional duties as needed to support pricing, contracts, and financial operations.
