Responsibilities
- Manage purchasing processes and operations by applying analysis and judgment to resolve work-related issues in line with broad policies and objectives.
- Negotiate terms and conditions, and oversee the development and administration of contracts and purchase orders according to relevant policies, procedures, standards, and timelines.
- Monitor purchasing service levels to ensure optimal service for internal customers and fairness in procurement processes for potential suppliers.
- Prepare request for quotations for main equipment supply based on client requests for proposals and project documents.
- Consolidate technical, commercial, and project team feedback on the request for quotation.
- Distribute the request for quotation to various original equipment manufacturers and collect quotations as specified.
- Coordinate with internal teams to address clarifications from original equipment manufacturers.
- Present evaluation results of the request for quotation process to the project team, based on commercial and technical assessments.
- Prepare and distribute logistics request for quotations to various vendors and obtain logistics quotes.
- Negotiate arm's length terms and conditions with logistics providers.
- Select transportation routes to maximize efficiency by combining shipments or consolidating warehousing and distribution.
- Coordinate supply contract preparation with legal, contract, and technical teams.
- Lead commercial negotiations for supply contracts to ensure suitable conditions and alignment with project schedules.
- Manage supply schedules to ensure compliance with overall project programs.
- Develop material cost forecasts or standard cost lists in close coordination with original equipment manufacturers.
- Coordinate with technical and project teams to prepare supply contract term sheets during bid preparation and negotiate term sheets with original equipment manufacturers.
- Prepare definitive supply contracts after bid award and negotiate them with shortlisted original equipment manufacturers, consolidating legal, technical, and project management comments during preparation.
- Implement internal qualification requirements for main equipment factories according to best practices and renewable energy market standards.
- Conduct qualification processes for photovoltaic modules, inverters, trackers, and wind turbine factories.
- Update factory qualification status at agreed frequencies.
- Update qualification requirements to reflect technology improvements.
- Lead implementation of main equipment quality requirements according to market standards and best practices.
- Update quality requirements based on market standards and technology updates.
- Qualify local original equipment manufacturers to meet local content requirements and liaise with international vendors accordingly.
- Ensure accurate documentation of all contracts, purchase orders, records, and documents for future reference and audit compliance with internal and external auditors.
