ICON is hiring a Senior Construction Purchasing Agent I, MILCON

Responsibilities

  • Lead end-to-end procurement activities for military construction projects, from vendor outreach through bid evaluation and subcontract award.
  • Prepare and distribute requests for proposals, bid packages, and work scopes following federal acquisition regulations and department-specific requirements.
  • Incorporate mandatory government contract clauses into subcontracts, including compliance with Buy American, Davis-Bacon, cybersecurity, safety, and equal employment obligations.
  • Assess contractor bids for accuracy, cost effectiveness, and alignment with technical and contractual specifications.
  • Maintain comprehensive records to support internal and government audits of procurement and subcontracting actions.
  • Develop and sustain relationships with qualified contractors experienced in federal and military construction projects.
  • Enforce subcontractor compliance with project schedules, quality benchmarks, and safety protocols, initiating corrective measures when necessary.
  • Apply standards from Unified Facilities Criteria, Unified Facilities Guide Specifications, and other military and federal guidelines to subcontracting procedures.
  • Work with legal, finance, and project teams to ensure subcontract terms meet regulatory, insurance, and contractual obligations.
  • Design and implement procurement workflows, approval chains, and document controls aligned with federal compliance and organizational policies.
  • Develop standardized subcontract templates, procurement checklists, and compliance review methods specific to military construction projects.
  • Ensure government contract requirements related to reporting, security, and quality are properly passed down to subcontractors.
  • Manage incoming procurement requests and subcontracting activities to meet project timelines across current and upcoming projects.
  • Generate and maintain procurement forecasts based on project demand and workload trends.
  • Recommend additional staffing or external support when needed to meet contractual deadlines and procurement volume.
  • Coordinate with project and design teams to synchronize procurement schedules with project milestones and funding availability.
  • Collaborate with project and finance teams to verify subcontractor pricing aligns with approved budgets and government cost structures.
  • Monitor and evaluate subcontractor performance, bid competitiveness, and cost patterns across military construction projects.
  • Build and maintain dashboards and reporting systems to track key procurement metrics, vendor usage, and cost outcomes.
  • Drive process improvements to enhance efficiency, compliance, and transparency in subcontracting operations.
  • Identify and qualify new vendors with experience in federal and military construction to expand the approved supplier network.
