What You'll Do
Shape and lead a global portfolio of health taxation initiatives targeting tobacco, alcohol, and unhealthy foods, with a primary focus on strengthening implementation in Zambia. Provide expert guidance on excise tax design, rate structures, indexation, and product classification to ensure policies are both effective and enforceable.
Lead efforts to strengthen tax administration systems, including the development of tax stamps and track-and-trace mechanisms. Identify and address legal and regulatory gaps that undermine compliance, and support the enhancement of monitoring and enforcement frameworks.
Conduct and oversee economic modeling to inform policy decisions, assess return on investment, and project health and fiscal outcomes. Translate complex analytical findings into actionable insights for policymakers, donors, and technical partners.
Collaborate with economists and external experts to ensure methodological rigor and produce high-quality outputs. Contribute to fundraising by developing concept notes, proposals, and donor materials, and support reporting and learning agendas.
Represent the organization in high-level discussions with governments, multilateral agencies, civil society, and technical institutions. Help define country entry strategies, conduct political economy analyses, and build relationships with key stakeholders.
Requirements
- Extensive experience in tax policy, administration, and enforcement in low- or middle-income countries
- Strong technical knowledge of tax systems and revenue authority operations
- Proven background in global health or development policy, particularly in politically complex environments
- Demonstrated ability to engage with government agencies and navigate industry opposition
- Experience reviewing draft legislation and regulatory instruments related to health taxes
Preferred Qualifications
- Direct experience with health tax policy and implementation
- Background in economic modeling and policy analysis
- Track record in donor engagement, fundraising, and proposal development
- Experience supervising consultants or technical teams

This role is based in Zambia, with a focus on advancing health tax implementation in-country. Opportunities to support expansion into additional countries may arise as funding becomes available.
