Responsibilities
- Lead and supervise all Roads Management Centre operations during scheduled shifts, ensuring uninterrupted, secure, and efficient management of traffic, intelligent transport systems, and tunnel functions across Qatar’s road infrastructure.
- Directly supervise and guide RMC Team Leaders and Operators, ensuring proper staffing, balanced workloads, and effective control room performance.
- Serve as the highest-ranking operational authority during incidents, emergencies, tunnel events, extreme weather, major public events, and critical system outages, escalating issues according to established protocols.
- Approve and oversee the execution, monitoring, and termination of authorized traffic response strategies, including incident handling, diversions, lane closures, speed adjustments, DMS, LCS, and tunnel procedures.
- Maintain real-time awareness of road conditions using CCTV, OMNIA/ATMS, SCATS, Tunnel Management Systems, and other platforms to support prompt decision-making.
- Track performance against contractual SLAs and KPIs such as response times, clearance durations, notification compliance, and journey time consistency, initiating corrective actions when needed.
- Ensure all operational records, incident logs, reports, alerts, and shift documentation are accurate, complete, and audit-ready for client review.
- Identify, document, and manage operational quality failures, service credit exposures, and contractual non-compliance risks, with timely mitigation and reporting.
- Coordinate with Ashghal, Ministry of Interior Traffic Police, Civil Defence, Ambulance Services, DNMC, Call Centre, maintenance crews, and technical partners during routine and emergency operations.
- Manage and escalate system faults and alarms, ensuring prompt referral to the Service Desk, NOC, or technical teams while tracking system uptime and impact.
- Support the oversight of planned works, Traffic Diversion Plans, and Road Occupancy Permits via QPRO, ensuring alignment with approved traffic management measures.
- Ensure seamless shift transitions through detailed briefings, documentation, and reporting to maintain operational continuity.
- Monitor adherence to approved SOPs, operational policies, emergency protocols, and control room standards, suggesting improvements as appropriate.
- Assist in workforce planning by tracking shift coverage, attendance, leave, and resource availability to sustain 24/7 operations.
- Coach, mentor, and evaluate Team Leaders and Operators through on-the-job training, performance feedback, scenario drills, and development initiatives.
- Enforce compliance with data privacy, information security, and confidentiality standards for operational data, CCTV, reports, and communications.
- Support business continuity planning, emergency preparedness drills, contingency operations, and post-event reviews to strengthen resilience.
- Analyze operational trends, recurring incidents, system performance, and stakeholder input to recommend enhancements in efficiency, safety, and service quality.
- Ensure full compliance with Qatari laws, Labour Law, Framework Contract terms, and current ISO 9001, ISO 45001, ISO 14001 standards, as well as project-specific QHSE systems.
