Responsibilities
- This licence permits you to manufacture, supply, install, or adapt gambling software through remote communication.
- Regardless of your global location, you require this licence if you provide facilities for gambling to consumers in Great Britain online (or via other remote communication) or if any part of your remote gambling equipment is located in Great Britain.
- A separate remote operating licence exists for each type of gambling activity you may wish to offer.
- This page includes upcoming fee changes; new fees take effect on 1 October 2026.
- You are accountable for ensuring the software you supply can be deployed in compliance with our Remote gambling and software technical standards.
- Remote gambling and software technical standards do not apply to software you provide for overseas operators not licensed by the Gambling Commission.
- If uncertain whether the software you manufacture, supply, install, or adapt qualifies as gambling software, consult our guide: What is gambling software? It covers the definition of gambling software, when a licence is required, additional licences gambling software businesses may need, and technical standards.
- This licence allows you to manufacture, supply, install, or adapt gambling software via remote communication, for example, by supplying software through secure file transmission or making it available for download by operators from your server.
- If your business manufactures or supplies gambling software using any non-remote communication (e.g., uploading to CD or memory stick), you should also apply for a non-remote gambling software licence.
- Some gambling software businesses provide facilities for remote gambling by making their games or betting content available to customers of other operators, such as hosting games on their own server accessible via other operators' websites.
- If you manufacture gambling software but only provide gambling facilities hosted through other operators' platforms, you may be eligible for a host operating licence.
- To hold a host licence, your business must hold a gambling software operating licence and must not contract directly with any customers who play the games you provide; only customers of another operator can access your games or betting content via that operator's website or app.
- See the casino (host), bingo (host), general betting (host) (real events), or general betting (host) (virtual events) licences for further details.
