ActioNet, Inc. is hiring a Procurement Manager (Marketplace Operations)

Responsibilities

  • Orchestrate end-to-end lifecycle management from initial concept through prototyping, pilot, minimum viable product, and full-scale operational deployment.
  • Develop a forward-looking operational framework and a staged implementation plan, starting with software and SaaS solutions before extending to other procurement categories.
  • Convert unclear or high-level stakeholder goals into actionable strategies, clear milestones, interdependencies, and quantifiable results without requiring detailed guidance.
  • Manage the entire procurement workflow from request initiation to fulfillment, including special cases like emergency purchases, nonstandard vendors, and complex acquisitions.
  • Determine optimal balance between manual oversight and automated processes within procurement systems.
  • Set service-level agreements and operational safeguards for key processes including request intake, vendor quotes, catalog maintenance, delivery, invoice verification, and contract renewals.
  • Define and manage data structures for product catalogs, including classification systems, listing details, pricing models, contract vehicles, licensing terms, and compliance indicators.
  • Standardize product representations—including SKUs, bundles, and reseller packages—to enable consistent comparison for government buyers.
  • Implement controls to eliminate outdated listings, redundant items, noncompliant offerings, and pricing inaccuracies in the marketplace.
  • Evaluate past spending patterns, renewal schedules, and fragmented purchasing data to uncover opportunities for procurement consolidation.
  • Combine purchasing demand across government entities to negotiate volume discounts and standardized enterprise-wide agreements.
  • Create financial models and executive reporting tools that contrast traditional agency-specific procurement costs with savings achieved through centralized marketplace pricing.
  • Manage vendor onboarding using structured processes with defined eligibility requirements, compliance documentation, and listing and pricing guidelines.
  • Monitor supplier performance using scorecards tracking quote response times, pricing correctness, fulfillment reliability, and adherence to SLAs; take corrective action when needed.
  • Act as the central coordination point between end users, contracting officials, finance teams, cybersecurity units, technical developers, and external suppliers.
  • Ensure procurement workflows comply with federal acquisition regulations including FAR, DFARS, and OTA procedures, as well as contract vehicle rules, small business mandates, and agency-specific policies.
  • Maintain documentation practices that support audit preparedness, transaction traceability, and procurement integrity.
  • Collaborate with technology teams to transform procurement processes into system requirements, user stories, and testing criteria; contribute to backlog refinement, sprint planning, user acceptance testing, and release readiness.
  • Establish regular governance meetings, define key performance indicators, conduct risk assessments, and prepare executive updates.
  • Promote widespread adoption of the centralized marketplace among agencies historically reliant on decentralized procurement, using data insights, cost savings evidence, and leadership support.
