CHAOS Industries is hiring an IT & Cybersecurity Program Manager

Responsibilities

  • Create an initial project and program management structure grounded in Disciplined Agile (DA) principles, emphasizing context-awareness, efficiency, and value-driven delivery.
  • Collaborate with executive leadership to ensure IT and cybersecurity initiatives support strategic goals, customer obligations, and regulatory mandates.
  • Advance team performance and delivery effectiveness through ongoing refinement of technical processes and ways of working.
  • Implement lean governance, reporting mechanisms, and project controls suited to a startup operating under Department of Defense regulations.
  • Develop core project and program management practices from scratch, setting organizational benchmarks and laying the foundation for a future Project Management Office (PMO).
  • Promote readiness for a formal PMO by designing intake procedures, prioritization frameworks, work visualization tools, and inter-team coordination methods.
  • Oversee full lifecycle delivery of IT and cybersecurity projects tied to DoD programs, including infrastructure development, system rollouts, secure networks, enterprise platforms, and automation tools.
  • Design flexible project plans using hybrid methodologies—Agile, Lean, Kanban, iterative, or traditional—selected based on situational needs and government expectations.
  • Manage project scope, timelines, risks, and resources while staying aligned with contractual obligations, DoD technical specifications, and security protocols.
  • Coordinate efforts across internal groups such as engineering, cybersecurity, compliance, facilities, and operations, including third-party vendors or contractors.
  • Establish clear, consistent communication channels and regular reporting cycles for executives and DoD clients.
  • Ensure all program activities meet DoD cybersecurity standards, including NIST 800-171 and CMMC requirements.
  • Uphold strict compliance with ITAR, EAR, and all applicable export control laws.
  • Assist in defining and enforcing policies for handling Controlled Unclassified Information (CUI) and classified materials, ensuring secure workflows are followed.
  • Work with Information Assurance, Security, IT, and enterprise teams to support system assessment and accreditation processes.
  • Integrate compliance verification steps into program workflows to minimize rework, enhance audit preparedness, and sustain compliance after deployment.
  • Align program execution with FAR/DFARS rules, contract terms, and customer expectations.
  • Monitor and report on deliverables, milestones, progress metrics (burn-down/up), risks, and key performance indicators.
  • Develop briefings, status reports, and client communications for government program offices and oversight bodies.
  • Support business development through proposal contributions, capture planning, ROM estimates, and technical inputs for new opportunities.
  • Provide leadership in project and program management to establish repeatable standards, best practices, and governance models that support the evolution toward a PMO.
  • Lead cross-functional teams across cyber, IT, engineering, product, and business units to drive collaboration and execution.
  • Coach teams on Disciplined Agile practices, Definition-of-Done criteria, and effective workflow management.
  • Facilitate strong interdepartmental relationships to ensure alignment and transparency.
  • Cultivate a culture centered on iterative improvement, optimized throughput, and value-focused outcomes.
