Responsibilities
- Develop, execute, and refine the project-specific HSE Management Plan in line with scope, contracts, and legal requirements.
- Ensure adherence to local laws, regulatory permits, and global standards such as ISO 45001, ISO 14001, and IFC/World Bank EHS Guidelines.
- Define and enforce HSE policies, procedures, KPIs, and governance structures that meet both organizational and client expectations.
- Embed HSE principles into design evaluations, constructability studies, and project scheduling phases.
- Serve as the Owner’s Engineer for HSE, monitoring EPC contractors’ safety performance across all project workstreams.
- Review and authorize contractor HSE documentation, including safety plans, method statements, risk assessments (HIRA/JSA), and emergency response strategies.
- Verify that contractor operations comply with approved HSE protocols, timelines, and quality standards.
- Enforce contractor accountability via audits, performance evaluations, and compliance monitoring systems.
- Lead comprehensive hazard identification and risk assessment activities (HIRA, HAZID, TRA) throughout all project stages.
- Maintain risk registers, early warning indicators, and mitigation measures for high-hazard operations.
- Ensure safety controls are in place for critical tasks such as working at height, lifting, electrical work, confined space access, and live systems.
- Integrate HSE risk strategies within the broader project risk and controls framework, coordinating with Project Controls and QA teams.
- Oversee HSE compliance during transmission line activities (surveying, tower erection, conductor stringing, right-of-way management), substation construction (AIS/GIS), multi-level GIS buildings, cable cellars, renewable facilities (solar/wind), and BESS installations.
- Enforce strict adherence to Permit-to-Work (PTW) and Lockout-Tagout (LOTO) systems and promote safe work practices across all sites.
- Conduct routine site inspections, safety walks, and surveillance audits to detect and correct unsafe conditions.
- Foster a zero-harm culture and ensure consistent application of safe work systems across multiple project locations.
- Lead investigations into incidents, near misses, and unsafe behaviors or conditions using formal root cause analysis (RCA) techniques.
- Implement and track Corrective and Preventive Actions (CAPA) to eliminate recurrence of safety issues.
- Ensure accurate documentation, reporting, and stakeholder communication of all incidents and safety events.
- Generate and deliver daily, weekly, and monthly HSE reports, dashboards, and performance metrics such as TRIR, LTIFR, and near-miss trends.
- Deliver HSE inductions, toolbox talks, safety training sessions, and emergency preparedness drills.
- Develop competency models for high-risk and specialized operations.
- Drive continuous safety improvement through safety campaigns and behavioral safety programs.
- Demonstrate in-depth knowledge of safety practices for HV/EHV/UHV systems (up to 765 kV), substation construction (AIS/GIS), indoor GIS, cable systems, transmission line stringing, renewable integration, and BESS safety including fire and thermal risk controls.
- Ensure safe execution of testing, commissioning, and system energization activities.
Requirements
- Proven experience leading HSE functions on major power and renewable infrastructure projects.
- Demonstrated ability to represent the client in HSE matters and ensure EPC contractors meet project, legal, and international HSE standards.
- Experience creating, executing, and enhancing HSE Management Plans aligned with project scope, contracts, and regulations.
- Familiarity with national legislation, statutory approvals, and international standards including ISO 45001, ISO 14001, and IFC/World Bank EHS Guidelines.
- Experience reviewing and approving contractor HSE plans, method statements, risk assessments (HIRA/JSA), and emergency response procedures.
- Track record in conducting HSE audits, performance reviews, and compliance tracking.
- Solid understanding of hazard identification and risk assessment methodologies (HIRA, HAZID, TRA).
- Experience managing safety for high-risk operations including working at height, lifting, electrical work, confined spaces, and energized systems.
- Knowledge of transmission line construction, substation builds (AIS/GIS), renewable plants (solar/wind), and BESS installations.
- Proficiency in implementing Permit-to-Work (PTW) and LOTO systems.
- Experience performing site inspections, safety walks, and surveillance audits.
- Proven ability to lead incident investigations using root cause analysis (RCA) techniques.
- Ability to implement and monitor Corrective and Preventive Actions (CAPA).
- Experience generating HSE reports, dashboards, and performance indicators such as TRIR and LTIFR.
- Demonstrated ability to conduct HSE inductions, toolbox talks, safety training, and emergency drills.
- Strong leadership and mentoring capabilities for on-site HSE teams.
- Excellent communication and engagement skills with clients, contractors, and regulators.
- Experience organizing HSE review meetings, governance forums, and escalation processes.
