Responsibilities
- Lead discussions with district leaders to finalize, reinforce, and activate memoranda of understanding, securing a three-year collaboration horizon nationwide.
- Secure clear commitments on shared funding, logistical support, and implementation duties from government partners.
- Support efforts to position the organization as the preferred partner at the district level.
- Participate in and coordinate Joint Action Development Forums and district coordination meetings.
- Organize and lead regular performance reviews at the district level—monthly, quarterly, semi-annual, and annual—to ensure timely data sharing and joint assessment.
- Design and execute a comprehensive stakeholder engagement strategy spanning districts, sectors, and cells.
- Maintain consistent government engagement throughout all phases of the program cycle: planning, implementation, monitoring, learning, and impact dissemination.
- Set up structured engagement schedules and tracking mechanisms to monitor interactions and outcomes.
- Coordinate high-quality visits for stakeholders to program locations, aligned with organizational objectives and values.
- Prepare for and attend joint government review forums at ministerial, district, sector, and cell levels.
- Present socioeconomic, agricultural health, and program performance data in line with national frameworks such as FoBaSi, poverty graduation, Imihigo, and district development plans, at minimum quarterly.
- Transition engagement from reporting compliance to collaborative performance tracking and improvement.
- Support the implementation and enhancement of the Government-Linked Implementation (GLI) model.
- Strengthen the capacity of internal staff and government counterparts at sector and cell levels.
- Clarify and align roles, responsibilities, and expectations between government entities and the organization during program execution.
- Engage relevant ministries and agencies to secure necessary approvals, recommendations, and participation in strategic policy forums.
- Advance long-term positioning for national expansion and institutional partnerships.
- Track changes in policies, regulations, and governance structures affecting program operations.
- Deliver regular updates and briefings to leadership on emerging risks, opportunities, and alignment strategies.
- Ensure all operations comply with regulatory standards, including obtaining and renewing operational permits and licenses.
- Collaborate closely with implementation, planning, and monitoring & evaluation teams.
- Ensure the organization acquires, maintains, and adheres to all required permits, licenses, certifications, and legal registrations in Rwanda.
- Support internal training initiatives on government engagement and GLI model delivery.
- Maintain thorough documentation and institutional records of all engagements, agreements, and outcomes.
