Responsibilities
- Evaluate CSDR submissions for data integrity problems such as missing entries, inconsistencies, misaligned work breakdown structures, and improper handling of inflation or escalation factors.
- Implement normalization processes under technical guidance, including aligning work breakdown structures to the standard model, standardizing cost elements, and adjusting for inflation or price changes.
- Record all data cleansing and normalization steps to maintain clear distinction and traceability between original and processed data.
- Assign metadata tags to CSDR submissions according to an authorized schema, covering program identifiers like program name, contract, contractor, reporting period, and classification levels.
- Propose updates or changes to the metadata schema when new analytical needs arise, subject to government approval, and avoid making unilateral changes.
- Tag technical data reports with parameter labels to improve searchability and traceability of form, fit, and function attributes across programs.
- Conduct detailed curation of quantity data reports by standardizing time-phased quantity formats, verifying quantities against contracts, and tagging data for cost-per-unit and learning curve analysis.
- Perform in-depth curation of technical data reports by extracting and tagging form, fit, and function parameters, aligning them with approved lists, and identifying gaps in parameter coverage.
- Suggest improvements to data reporting templates and tagging practices based on recurring patterns observed during curation activities.
- Prepare data for ingestion into government systems by performing cleaning, tagging, normalization, and quality checks on submission files, without modifying backend infrastructure.
- Collaborate with government engineers to resolve issues related to data format, tagging accuracy, and quality that impact system ingestion.
- Keep comprehensive records of curation rules, tagging standards, normalization methods, and data quality findings for government review and audit.
- Submit documentation detailing curation actions and tagging practices for each data submission.
