Responsibilities
- Supply data and technical guidance to advance the data and analytics objectives of ONR.
- Locate, obtain, and manage commercial science and technology data, including research publications, grants, patents, startup investments, corporate profiles, and informal technical literature.
- Collaborate directly with ONR analysts to address strategic inquiries, automate reporting, and set up dashboards for live insights into worldwide research developments.
- Create and manage a comprehensive data quality initiative covering data assessment, cleaning, enhancement, and oversight.
- Keep accurate metadata, data lineage records, and data definitions using enterprise-level tools.
- Design and implement advanced analytics tools, dashboards, and artificial intelligence or machine learning models in coordination with ONR stakeholders.
- Deliver onboarding, training, and continuous support for analytics platforms to promote data fluency across the organization.
- Form and assist a Data Governance Board responsible for managing data policies, standards, and regulatory compliance.
- Maintain ongoing feedback channels with users and leadership to support continuous refinement of systems and services.
- Architect, deploy, and manage data systems and applications within a cloud environment compliant with FedRAMP High and DoD Impact Level 5 (IL5) requirements.
- Ensure continuous Authority to Operate (ATO) through configuration control, security updates, system monitoring, and user support.
- Design system architecture to scale efficiently with increasing data volumes and user demand.
- Implement and maintain secure methods for data access, including APIs, exploration interfaces, and a secure bulk download option for approved users.
- Oversee all data access systems within a formal governance structure, including metadata and data catalog management.
- Build and deploy machine learning and artificial intelligence models, including natural language processing for unstructured text analysis.
- Integrate AI/ML platforms such as AWS SageMaker or Azure Machine Learning into operational workflows.
- Automate infrastructure and operational processes using Infrastructure as Code tools like Terraform or Ansible.
- Develop and maintain CI/CD pipelines to enable secure and reliable software releases.
- Construct and manage real-time data pipelines using technologies such as Apache Kafka or AWS Kinesis.
