Hydrosat is hiring a Capture Manager – U.S. Government Contracts

Responsibilities

  • Independently identify and evaluate new business prospects using SAM.gov, GovWin, agency forecasts, and direct outreach, maintaining a dynamic pursuit pipeline with accurate win probability assessments.
  • Perform market and competitor analysis to uncover early-stage programs and untapped markets, delivering actionable go/no-go recommendations and strategic insights to leadership.
  • Engage with federal program offices, contracting personnel, and key stakeholders before solicitations are released to influence RFP language and evaluation criteria.
  • Create and implement comprehensive capture strategies for high-priority opportunities, including win themes, competitive positioning, and mission-aligned value propositions.
  • Represent the organization at industry events, respond to RFIs, and produce white papers to build visibility and credibility prior to formal procurement releases.
  • Lead full-cycle proposal development from strategy alignment through submission, ensuring consistent integration of established win themes.
  • Write and refine compelling proposal content across technical, management, past performance, and cost sections.
  • Coordinate contributions from engineering, science, product, finance, and business development teams to ensure cohesive proposal packages.
  • Develop and manage core proposal components such as PWS/SOO responses, technical designs, management approaches, staffing plans, schedules, and risk assessments.
  • Ensure strict compliance with all solicitation requirements, including RFPs, RFIs, BAAs, and SBIR/STTR guidelines, along with agency-specific instructions.
  • Support teaming arrangements and subcontractor collaboration, including NDAs, workshare agreements, and integration of partner inputs.
  • Maintain a library of reusable proposal assets, including win themes, past performance examples, and templates to enhance quality and efficiency.
