Responsibilities
- Contribute to national and regional strategies aligned with the global strategy.
- Provide technical input on AVR to the Programme StratOp within scope, following the global AVR StraTech, and ensure appropriate follow-up.
- Lead the creation and monitoring of the AVR sectoral sub-strategy.
- Assess needs, risks, and conflict sensitivity related to the AVR strategy and operations, and provide recommendations.
- Regularly analyze project data and external secondary data on AVR needs and interventions, working closely with the Chief of Operations, MEAL team, and partners.
- Contribute to the AVR context analysis alongside the Chief of Operations.
- Lead the development and update of HI’s SOPs, tools, and guidance materials for EORE and victim assistance efforts.
- Provide technical support for EORE and victim assistance efforts in line with HI’s global technical frameworks, International Mine Action Standards, and Sudan National Mine Action Standards.
- Offer appropriate technical guidance and support to Project Managers when needed, adapting standards to their tools and contributing to proposal writing and reporting, in line with strategies, standards, and mandatory transversal approaches.
- Ensure adequate support for multi-sector responses within and across projects, including victim assistance, in coordination with other specialists.
- Monitor local sectoral best practices for adoption within the sectoral scope.
- Contribute to recruitment and briefing when relevant.
- Control and monitor the technical quality and relevance of EORE activities and victim assistance efforts implemented by HI Sudan and local partners.
- Ensure regular technical quality control of projects and programs, issuing warnings and recommendations.
- Technically validate EORE messages, materials, and approaches before dissemination.
- Monitor the implementation of audit recommendations, if applicable, within the sectoral scope.
- Ensure technical learning from AVR projects.
- Ensure the AVR technical proposition complies with nexus stakes.
- Contribute to the development of AVR research and innovation projects in the region when relevant.
- Contribute to the facilitation of the AVR professional channel within the program.
- Participate in the global animation of AVR, EORE, and victim assistance professional channels.
- Facilitate a local talent pool in EORE and victim assistance, and ensure co-development and monitoring of professional development plans.
- Support HI partners in managing EORE and victim assistance activities.
- Lead the identification of EORE and victim assistance training needs, design and update training materials, and deliver trainings for HI and partner staff.
- Mentor and provide technical oversight to the EORE Senior Technical Officer for implementing a mass and digital media project.
Requirements
- Very strong expertise in risk education and victim assistance efforts.
- Proven experience in AVR capacity building and technical assistance.
- Mastery of community engagement.
- Expert in quality assurance and quality control.
- Proficient in project intervention strategy.
- Mastery of disability, gender, and age norms, legal frameworks, policies, and references.
- Proven experience in operational partnerships, writing proposals and project reports, and networking and alliance building.
- Strong interpersonal and intercultural skills with good communication and negotiation skills.
- Fluency in English.
