Responsibilities
- Act as a trusted technical advisor to the Ministry of Health's Reproductive Health Directorate on supply chain strengthening matters.
- Offer technical assistance to the Ministry of Health to improve quantification, prioritization, forecasting, procurement, inventory management, distribution planning, regulation, and governance of reproductive health commodities at national and sub-national levels.
- Assist the Ministry of Health in routine supply chain monitoring, review, and data utilization for programmatic decisions.
- Collaborate with the Ministry of Health and partners to forecast and quantify health commodities based on annual national demand.
- Work closely with the Reproductive Health Directorate, Health Technical Support Services, Central Medical Stores Trust, and relevant partners to create distribution plans, monitor delivery schedules, and ensure timely commodity delivery.
- Provide technical support to districts for monitoring stock levels, anticipating future needs, ensuring proper storage conditions, and maintaining accurate records of all health commodities, including inventory levels, distribution, and consumption trends.
- Monitor stock levels, consumption trends, and pipeline data, and assist in developing and updating the health commodity supply plan to ensure continuous product availability at all service delivery points.
- Strengthen national planning by supporting the Ministry of Health in routine collection, analysis, and review of commodity consumption data through participation in the supply chain core group.
- Play a key role in conceptualizing and developing supply chain dashboards as needed for Ministry of Health use to facilitate data visualization and programmatic decision-making.
- Support the design of additional supply chain tools when necessary to improve data use for decision-making, including designing data collection tools, leading data collection, managing and analyzing datasets, and presenting analyses to support decisions.
- Support and coordinate trainings and mentorships for pharmacy personnel as needed, working closely with the Ministry of Health and district coordinators.
- Coordinate with district coordinators on support provided to strengthen district commodity tracking committees and drug therapeutic committees.
- Work with Health Technical Support Services, Reproductive Health Directorate, and other stakeholders to identify available resources, analyze funding gaps, and mobilize resources to fund the national plan.
- Perform any other relevant duties and lead day-to-day implementation of activities as assigned.
Requirements
- Bachelor's degree in a relevant field such as Pharmacy, Supply Chain, Logistics, Public Health, Nursing, or Social Sciences; experience in supply chain management preferred.
- Minimum of 10 years of relevant experience in a demanding, results-oriented environment in the public or private sector.
- Professional experience with at least 4 years in supply chain management in the public sector or other relevant private and public sector experience.
- Proven experience in health commodity quantification, Logistics Management Information System (LMIS), and data analysis.
- Proficiency with supply chain management tools and software such as QAT and GFPVAN.
- Excellent written and oral English communication skills.
- Demonstrated ability to communicate complex ideas clearly and tactfully to various audiences.
- Exceptional Microsoft Excel skills required, including experience using Excel for quantitative analysis or costing.
- Strong ability to communicate effectively using PowerPoint and Word.
- Strong analytical, problem-solving, and quantitative skills, with the ability to use data to inform program development and strategy and to present results in both narrative and graphic form.
- Proven ability to operate independently, multitask, and set and achieve ambitious targets with limited guidance.
Nice to Have
- Master's degree in Public Health, Global Health, Procurement and Supply Chain Management, or a related field.
- Demonstrated experience working with government ministries and partner organizations within the Sexual Reproductive Maternal Newborn Health sector.
- Experience supporting supply chain management systems for Sexual Reproductive Maternal Newborn Health commodities and supplies.
